The closer to them you tap, the better if they cannot see your fingers. They need to be able to hear the sound and on certain surfaces, such as with clothing, that sound can be muffled. Should your fingers be in their line of sight, you can generally lead them with the simple gesture of tapping alone as well, even if it does not make a sound.
If they are further away from you, such as across the room, other techniques should be employed to be sure they will come to you.
